     DMstatus dmGSMEncoderCreate(DMGSMencoder *encoder)


PARAMETER
     encoder  DMGSMencoder structure to be allocated.


RETURNED VALUE
     If successful, function returns a DM_SUCCESS. A DM_FAILURE return value
     indicates an error.


DESCRIPTION
     dmGSMEncoderCreate(3dm) allocates and initializes a DMGSMencoder
     structure. This structure is then used for dmGSMEncode(3dm) routine.
