     DMstatus dmGSMDecoderCreate(DMGSMdecoder *decoder)


PARAMETER
     decoder  DMGSMdecoder structure to be allocated.


RETURNED VALUE
     If successful, function returns a DM_SUCCESS. A DM_FAILURE return value
     indicates an error.


DESCRIPTION
     dmGSMDecoderCreate(3dm) allocates and initializes a DMGSMdecoder
     structure. This structure is then used for dmGSMDecode(3dm) routine.
