DESCRIPTION
     idamax, isamax, izamax, and icamax, return the index of the maximum value
     of vector x.  The vector x has length n and increment incx.
     For izamax and icamax , the norm of each value is taken as:

           Abs( Real( x(i) ) ) + Abs( Imag( x(i) ) )
