FUNCTION RETURN VALUE
     This routine returns TRUE

DESCRIPTION
     This routine is obsolete.  Although it continues to function to provide
     backwards compatibility, all new development should test the return value
     of getgdesc(GD_WSYS) to determine what window system is running.
