NAME
     vlan_open -

DEFINITION
     This routine Opens a VLAN transmitter. The serial device port specifed is
     opened and the proper communications parameters are set.

C SPECIFICATION
     VLAN_DEV *vlan_open(char *device_name)

PARAMETERS
     Name           Type      I/O       Description
     device_name         char *         I         Name of the device


VALUE RETURNED
     A pointer to a VLAN_DEV
      device structure is returned if the call is successful. NULL is returned
     if an error has occurred and vlan_errno will be set.
